The state excise department has made it mandatory to obtain L-49 A licence to serve liquor at private parties. The licence is mandatory if one wants to serve more than 18 litres of hard liquor and 36 litres of low alcohol drinks at a private party. But as long as you have the licence, the excise department specifies no upper limit for serving liquor.
Rs. 15,000.00 is the cost of obtaining the L-49 A licence for a day. For distribution of L-49 A licences, the state excise department has deployed officials at 57 government-run liquor vends. To obtain this licence, the applicant has to ensure that liquor will not be served in a public place but only in private function, and only adults will be served liquor.

The Delhi State Civil Supplies Corporation, one of the four state-controlled corporations which distribute liquor in Delhi, is issuing this licence from its vends at Gole Market, Yashwant Place, Saket, Hauz Khas, Rajouri Garden, Punjabi Bagh and Rohini Sector 16.
This licence can also be obtained from Delhi Tourism and Transport Development Corporation-run liquor vends at South Extension, New Friends Colony, Gole Market, Lajpat Nagar, Rajendra Place, Vasant Vihar, Patparganj and Model Town.

''We have also intensified our drive against sale of duty free liquor, smuggled liquor and fake brands. Farmhouses and banquet halls are our prime targets,'' said an official. Incase of default, all liquor will be seized, the guest/client will be fined up to the total loss of sale revenue to the excise department and will be prosecuted under the criminal act of constitution.
You will be required to sign a (mandatory) undertaking before deploying our services where these terms and conditions are applicable.
- Guest/client shall arrange all the requirements of alcoholic beverages as per our bar requisition and handover the same to our team leader before the start of the function against inventory receipt.
- All liquor to be purchased through legal excise vends of the state against the purchase receipts, which are to be handed over to the bartender along with photocopy of the liquor bills. (Mandatory)
- It is understood that the guest/client hiring our services for dispensing the alcoholic & non-alcoholic beverages, shall procure the L-49A license under Custom & Excise Rules for serving liquor in private parties. The same is to be handed over to the bartender along with a photocopy, and/or to be produced in case of inspection. (Mandatory)
- In case of inspection, your representative having the required bills and licenses at the site/venue (Mandatory), the liability shall be yours and you shall be required to produce the same to the representative of excise department whenever required.
